How it is celebrated: people try a new haircut, rearrange the furniture, scribble fresh plans or finally take a step they have been putting off. The one rule is not to wait until after the holidays.
The day falls two days before 1 January, when many countries have a custom of making new year resolutions, so the "last minute" is quite literal.
